Does buying political merchandise count as a contribution?
It depends on the seller. A purchase from an independent retailer is normally a commercial transaction. The FEC says the full purchase price of merchandise sold by a political committee as a fundraiser generally counts as a contribution.

Independent store or political committee?
Check the footer, disclaimer and seller identity. Independent retailers sell merchandise as commerce and should not imply candidate or party authorization. Official campaign and committee stores operate under campaign-finance rules and usually display a required political disclaimer.
What the FEC says
Federal Election Commission guidance says the entire amount paid for a fundraising item sold by a political committee is a contribution, even when the item's cost to the committee is lower. Contribution limits and eligibility rules can therefore apply.
